They offer exemptions for R&D and specialisation agreements between competitors under specific conditions. The guidelines cover various other types of horizontal cooperation agreements, including purchasing, commercialization, and sustainability agreements.

These regulations have significant implications for the Greek market, and the Hellenic Competition Commission will rely on them for assessment. The rules will be effective from July 1st, 2023, with a transition period for existing agreements.
